Procurement Manager Full-time Position This position will oversee the planning, release and management of all aspects of company’s procurement process, support program proposals, negotiations, and customer reviews. Will also direct activities concerned with purchase orders/contracts for the purchase or sale of equipment, materials, products, and/or services per the FAR/DFARS. Essential Job Functions include but are not limited to: • Acts as liaison between company and vendors/subcontractors • Examines estimates of material, equipment, and production costs, performance requirements, and delivery schedules to ensure completeness and accuracy • Prepares bid requests, processes specifications, assembles test and progress reports, and other exhibits that may be required • Reviews bids from subcontractors for conformity to contract requirements and determines acceptable bids • Negotiates contract with bidder • Awards and administers purchase orders/subcontracts, including final approval of payment • Requests or approves amendments to or extensions of purchase orders/contracts • Compiles data for preparing estimates • Maintains purchase order/subcontract status and vendor/subcontractor databases • Reviews all correspondence concerning vendors/subcontractors and responds as necessary • Establishes and maintains contact with vendors/subcontractors to ensure the smooth working of the purchase order/subcontract awarding process • Plans, organizes, directs, and controls activities related to the procurement function • Prepares instructions regarding purchasing systems and procedures • Analyzes market and delivery conditions to determine present and future material availability, and prepares market analysis reports • Develops a system to evaluate vendor quotations that utilizes appropriate negotiation and purchasing techniques to ensure quality, price, delivery, and service • Recruits and maintains suppliers that provide high quality products and services at a better price while maintaining the highest code of ethics and conduct • Prepares and issues purchase orders and change notices • Reviews purchase order claims and contracts for conformance to company policy • Negotiates or supervises the negotiation of complex requests for equipment, supplies, and services from suppliers and subcontractors Knowledge, Skills, and Abilities: • Ability to focus on and achieve scheduled milestones • In-depth understanding of government procurement policies, procedures, and regulations are essential. • The ability to work well in team environments • Ability to understand engineering drawings and engineering requirements for custom parts • Strong negotiation skills are required. • Proven organizational skills, strong interpersonal and communication skills and the ability to work with minimal supervision and apply sound judgment to problem solving required. • Strong attention to detail • Excellent skills in writing and reviewing comprehensive Statements of Work (SOW) • Experience with government property management • Good knowledge of Microsoft Office (Excel, Word, PowerPoint) and related software. Requirements • Bachelor's Degree (B.A. or B.S.) in business, management, contracts or related experience • Minimum qualifications: 5-10 years progressive procurement experience managing vendors utilizing fixed price, cost reimbursement and labor hour subcontracts/purchase orders throughout all phases of the procurement. • FAR/ DFAR Experience is a Must Have • This position may require the ability to obtain and maintain a U.S. Government security clearance.
